Reads the recipe from sub_task.inputs, assembles the Download Package via the orchestrator (source docs from each row's bucket -> ZIP -> the dedicated DOCUMENT_EXPORTS_BUCKET), returns the presigned URL + skip summary for sub_task.outputs.
