Floor U is formula-driven (BS EN ISO 13370 + RdSAP10 §5.12), not a table lookup, so cohort pins assert per-geometry values derived by hand from the spec formula. Cert 0240's main + extension building parts cover both the dt < B and dt > B branches of the solid-floor cascade with age J → Table 19 default 75 mm insulation. Hand-derivation matches calculator output to 2 d.p.; the formula cascade is correct on this cohort case. Shared packages
Workspace packages consumed by services/*. Each package is its own Python distribution with its own pyproject.toml; services import via the workspace dependency mechanism ({ workspace = true }).

Adding a new shared package
Only when a real second consumer materialises. Don't pre-shatter (repos-epc, repos-property, ...) — split when a deployment needs to drop a dep, not before.
