Tracer bullet for §5 internal-gains rebuild. New 12-tuple monthly API lands alongside the legacy scalar internal_gains_w stub; calculator.py keeps building until the §5 wiring slice. SAP10.2 Table 5 Column A is the rating + cooling default — Column B (new-build DPER/TPER) deferred. Deletes the legacy SAP-10.3-flavoured test_internal_gains.py per the rebuild plan; new tests will accrete slice-by-slice. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com> |

Shared packages
Workspace packages consumed by services/*. Each package is its own Python distribution with its own pyproject.toml; services import via the workspace dependency mechanism ({ workspace = true }).

Adding a new shared package
Only when a real second consumer materialises. Don't pre-shatter (repos-epc, repos-property, ...) — split when a deployment needs to drop a dep, not before.
