Final P5 slice. PV credit was the missing term linking the per-end-use fuel costs (P5.6) to the top-level total_fuel_cost_gbp: total = max(0, sum(per-end-use) − pv_credit). With this key, every step of the §13 cost chain — per-fuel cost → PV credit → total → ECF → rating — is auditable from `intermediate`. P5 trace exposure is complete. |

Shared packages
Workspace packages consumed by services/*. Each package is its own Python distribution with its own pyproject.toml; services import via the workspace dependency mechanism ({ workspace = true }).

Adding a new shared package
Only when a real second consumer materialises. Don't pre-shatter (repos-epc, repos-property, ...) — split when a deployment needs to drop a dep, not before.
