Adds domain.sap.rdsap.cert_to_inputs.cert_to_inputs(epc) which produces a typed CalculatorInputs from an EpcPropertyData, and a thin Sap10Calculator.calculate(epc) entry point that wraps the mapper + the S-A7a orchestrator. Defaults follow RdSAP 10 (Table 27 for living-area fraction, Table 5 for ventilation, Table 12 for fuel cost + CO2 factor) and SAP 10.3 Tables 4a/4b for heating efficiency via the existing domain.ml.sap_efficiencies cascade. Deferred to Session B: conservatory modes, room-in-roof, secondary heating split (Table 11), multi-fuel weighted cost, thermal-mass parameter from construction type, control-temp adjustment from main_heating_control code. Shared packages
Workspace packages consumed by services/*. Each package is its own Python distribution with its own pyproject.toml; services import via the workspace dependency mechanism ({ workspace = true }).

Adding a new shared package
Only when a real second consumer materialises. Don't pre-shatter (repos-epc, repos-property, ...) — split when a deployment needs to drop a dep, not before.
