PCDB section strengthened from "deferred to Session C" to an explicit roadmap: data source URL, lookup key (main_heating_index_number), fields needed, recommended sequencing (after spec sweep so cert-cal is re-derivable), and why-not-now (cert-cal currently masks PCDB gaps).
