Khalim Conn-Kowlessar eee5421112 slice 16d: predicted_space/hot_water/lighting_kwh + seasonal-efficiency features
New module domain.ml.demand emits crude annual demand approximations
(ADR-0008 "crude annual"):

  predicted_space_heating_kwh = HLC * HDH_region * 1e-3 / efficiency_main
  predicted_hot_water_kwh     = SAP10.2 J simplified (Vd, dT, +10% losses)
  predicted_lighting_kwh      = 9.3 * TFA reduced by LED/CFL share

HDH lookup covers SAP10.2's 22 regions; fallback UK avg = 53,000 K*h/yr.

Plus two seasonal-efficiency features straight off the Table 4a/4b lookup
from slice 16b (seasonal_efficiency_main_heating /
seasonal_efficiency_water_heating).

Wired into to_row; VERSION 0.2.0 -> 0.3.0 (MINOR).

Shared packages

Workspace packages consumed by services/*. Each package is its own Python distribution with its own pyproject.toml; services import via the workspace dependency mechanism ({ workspace = true }).

Package Purpose
domain/ Shared domain types — Property, BaselinePerformance, Plan, Scenario, EpcPropertyData, etc. No persistence, no IO, no business logic.
repos/ Persistence layer — one repo per aggregate. Owns the SQL. Depends on domain.
fetchers/ External API clients (gov EPC, Ofgem, Google Solar, etc.). Depend on domain for response shapes.
utils/ Cross-cutting infra — logging, S3, CloudWatch URL builders, SQS task helpers.

Adding a new shared package

Only when a real second consumer materialises. Don't pre-shatter (repos-epc, repos-property, ...) — split when a deployment needs to drop a dep, not before.

See ../ara_backend_design.md §11 for the broader monorepo layout and ../CONTEXT.md for the domain glossary that names the types living in domain/.
