_u_brick_thin_wall_age_a_to_e's `<= 280` check put an uninsulated solid-
brick wall of exactly 280mm in the "200 to 280mm -> 1.7" row; RdSAP 10
§5.7 Table 13 (spec PDF p.41) shares 280 as an unlabelled edge between
that row and "280 to 420mm -> 1.4", so the table text alone doesn't say
which row owns it.
Found by building cert 100031768368 (280mm exactly, band C) in Elmhurst
and comparing every worksheet line to the calculator: volume/ACH/floor/
doors matched exactly, but the wall didn't (1.70 vs Elmhurst's 1.40)
despite an identical input crosswalk. Initially reverted a first attempt
at this fix when it appeared to regress an already-pinned cert
(217091901, band A, also nominally 280mm, previously "confirmed" at
U=1.70) — but that cert's build script never actually set a wall
thickness field, so its shared Elmhurst assessment had silently
inherited a stale 260mm from an earlier build. Fixed that build script
and rebuilt with the correct 280mm entry: Elmhurst's worksheet now also
gives U=1.40, matching 100031768368 and confirming the fix rather than
contradicting it.
Both certs move to (near-)exact lodged matches: 100031768368 59.12 ->
61.21 (lodged 61, within 0.5); 217091901 60.82 -> 61.59 (lodged 62,
exact). Corpus gauge 77.8% -> 78.6% within-0.5, MAE 0.636 -> 0.627 (14
corpus certs lodge exactly 280mm solid brick). TDD'd, 46 pins + full
suite green (2310 passed).

`from_sap_schema_17_1` hardcoded is_dwelling_export_capable=False, so
SAP 10.2 Appendix M1 zeroed the PV export credit on every export-capable
full-SAP cert. Cert 0380-3044-6070-2305-5925 (property 741840, PRD #1435
WS3) now reproduces its lodged 92 exactly (was 89); the existing
19.1.0 pin 10096028301 closes its documented -1 residual (84 -> 85 =
lodged). The full-SAP top-level pv_connection is deliberately NOT
carried: its enum disagrees with the RdSAP one the calculator gates on.

Walked the water-heating worksheet section: assumed occupancy (42) matched
exactly (2.4234 both sides), but (43) average daily hot water use was
117.41 L/day (Elmhurst) vs 110.73 L/day (ours) — same occupancy, different
shower/bath demand. Root cause: the cert's shower_outlets field is
genuinely unlodged, which the mapper correctly maps to 0 mixer showers
per its documented, already-validated "no entry = no shower" convention.
Elmhurst's build shows a "Non-electric shower" fixture anyway — its UI
silently defaults one when the build script doesn't explicitly configure
"0 showers" to match the cert.
Verified: a single 7 L/min vented mixer reproduces Elmhurst's (42a)
monthly series exactly (4 d.p., all 12 months) and closes hot water to
2616.04 vs Elmhurst's 2616.03. Corpus-wide check across 170 certs sharing
this "bath present, no shower data" pattern shows no systematic bias
(mean dSAP +0.12, median -0.04) — confirms the mapper convention is
correct on average; this is a build-entry artifact on this one cert, not
a mapper bug (no code change warranted).
Combining all three found causes (window orientation, Table 11, shower
default): SAP 72.4567 vs Elmhurst's precise 72.0681 — residual 0.39,
~91% of the original 4.26-point gap now precisely explained.

Walked the worksheet section-by-section (dimensions, ventilation, fabric,
internal/solar gains, MIT, space-heating requirement, fuel cost) against
the calculator's matching intermediates. Internal gains and heat loss
matched closely, but solar gains (worksheet line 83) was 2.2x off in
January (56.9 W vs our 123.4 W) — traced to the Elmhurst BUILD entering
all 12 real windows (3 orientations: NW 7.05 m2, NE 1.21 m2, SE 7.06 m2)
as a single synthetic 15.32 m2 "North" group, understating solar gain.
Verified by reproducing both build artifacts in the calculator: real
windows + real Table-11 gating = 76.33 (our answer, matches lodged 76
exactly); collapsing to a synthetic single-North window + forcing Table
11 on = 72.62, reproducing Elmhurst's 72 almost exactly. Confirms neither
residual is a mapping or calculator bug — one is a deliberate,
regression-tested spec choice (Table 11) and the other is an artifact of
how this specific Elmhurst reconciliation build was entered.

The prior comment blamed a stale build-side combi artifact (already fixed
this session) and my earlier conversational claim that Elmhurst's overall
SAP used regional weather was wrong too — verified the worksheet's (5)
dwelling volume and wind table match our UK-average rating cascade exactly.
The actual, now-quantified driver: Elmhurst's worksheet (201)/(202)/(215)
show it unconditionally applies SAP 10.2 Table 11's 10% secondary/portable-
electric-heater fraction based on main heating category alone, with no
secondary lodged on the cert. Our `_secondary_fraction` deliberately gates
this on an actual lodged/forced secondary (see the adjacent S-B30 note:
applying it unconditionally regressed the full 1000-cert corpus MAE by
+0.16). Forcing Table 11 on for just this cert moves 76.33 -> 73.62 (~62%
of the 76.33-vs-72 gap) — confirms this, not a mapping error, drives the
residual. Documented so the next reader doesn't re-litigate it.

_has_suspended_timber_floor_per_spec only read the Main bp's per-part
floor_construction_type lodgement; the gov-API mapper frequently leaves
that None even when the global epc.floors[].description carries an
explicit "Suspended, ..." observation. _main_floor_u_value already fell
back to this joined description for the U-value calc — the infiltration
rule did not, so a genuinely suspended-timber floor silently entered
(12)=0 instead of 0.2 unsealed. Extracted the shared
_effective_floor_description helper and added a tri-state resolver
(explicit lodgement -> description, excluding "not timber" -> Table 19
footnote-1 age-A/B default) so both paths agree.
Cert 100061275133 (Elmhurst-validated build, PR #1439 handoff): engine
77.24 -> 76.33, now an exact match to lodged (76). Corpus gauge 77.7% ->
77.8% within-0.5, MAE 0.637 -> 0.636; floors ratcheted.

Electric-tariff cluster investigation. The 112-cert electric-main cohort is
mixed-sign within every category/meter - no systematic tariff bias. Root cause
of the biggest non-xfail divergences (10012334488 +13.2, 10091578598 +7.81):
SAP code 195 = 'Electric water storage boiler' (Table 4a p.170), which SAP 10.2
§12 Rule 2 correctly bills mostly at the 7-hour off-peak rate. Both are pure
cost gaps (PE/CO2 match lodged -> demand right); the lodged software over-billed
the storage boilers at peak rate. The engine is SPEC-FAITHFUL - matching lodged
would tune against §12/Table-4a. Pinned to the spec-faithful engine values.
Adds scripts/corpus_1000/elec_cohort.py (electric-main cohort analyzer).

Final two clean single-main gas certs. Both small cost-side residuals (+1.04 /
-1.01 SAP) on cavity-insulated fabric already Elmhurst-validated on sibling
certs, with properly-insulated cylinders (insulation type 1, 50/80mm - not the
type-0/NULL zero-storage-loss bug). No fabric anomaly; the register data fully

2-storey semi, solid brick 400mm with EXTERNAL insulation, 300mm loft,
suspended uninsulated ground floor, gas combi, double glazing (glazed_type 13).
Built in accredited Elmhurst RdSAP10: roof (U 0.14, 5.459 W/K) and windows
(15.32 x eff U 1.3258 = 20.311 W/K) match the engine EXACTLY; the
externally-insulated wall is engine U 0.29 vs Elmhurst 0.30, validating the
slice-5 external-insulation default (100mm added over solid brick); suspended
ground floor engine 0.68 vs Elmhurst 0.70. Elmhurst's overall SAP 67 is not
comparable (reused-assessment Standard-Combi keep-hot loss, a build artifact).

Top-floor flat, solid brick uninsulated, uninsulated flat roof, gas combi,
SINGLE glazing (glazed_type 5). Built in accredited Elmhurst RdSAP10 and every
heat-loss element matches the engine EXACTLY: walls 53.18, flat roof 145.57,
floor 0, party 0, and — with the faithful single glazing — windows 34.7114 W/K
(8.62 m2 x eff U 4.0268). Confirms the mapper's glazed_type 5 -> single (raw U
4.8) is spec-correct per epc_codes.csv, not the double it superficially
resembles. Engine 61 vs lodged 62; the -1.18 is a cost-side residual, not a
fabric bug. Pinned to the observed engine 61.

SOLVED the window-grid blocker (per Junte's "keep one and edit, don't
delete all"): set_single_window now ADDS the fresh window (it inserts at
DOM index 0), then deletes the STALE rows BELOW it by index (high->low,
never index 0) via the per-row Delete image button + JS-clicked Yes modal.
The freshly-added row survives as the single window; no 0.00 junk strands
to block the Recommendations gate. Verified end-to-end: cert 100050881708
built, worksheet downloaded, walls (0.70) + roof (0.19) match the engine
EXACTLY. Combined with the earlier fill+Tab (area postback) + frame/gap
(validation) fixes, the per-cert loop now runs autonomously on clean
single-main certs.
Pin: 100050881708 (semi, cavity filled, pitched 225mm, suspended ground
floor, combi) engine 72 = lodged 70 +2; walls/roof accredited-Elmhurst-
matched. NB the build entered the suspended ground floor as an upper
"above unheated space" floor, so Elmhurst's worksheet SAP (61) is not a
clean comparison — the engine uses the correct §3.12 suspended-ground U
(0.74); the pin rests on the walls+roof match + lodged.

A FLAT roof lodges its insulation thickness in the DEDICATED gov-EPC API
`flat_roof_insulation_thickness` field (e.g. "75mm"), leaving
`roof_insulation_thickness` None (that field is for pitched-loft joists).
`heat_transmission_from_cert` read only the latter, so a measured
flat-roof thickness was ignored and the roof billed at the uninsulated
age-band flat default (age E = 1.5) instead of its Table-16 insulated U.
Fixed by preferring `flat_roof_insulation_thickness` when the part is a
flat roof — the exact mirror of the existing rafter-thickness branch.
An "AB"/"NI" (as-built/unknown) value parses to None and keeps the
age-band default, unchanged; only measured thicknesses move.
PER-CERT ELMHURST VALIDATION (cert 47084930, top-floor flat, flat roof
75 mm): built on the lodged inputs in accredited Elmhurst RdSAP10-Online
(evidence saved: elmhurst_summary.pdf / elmhurst_worksheet.pdf). The
worksheet bills "insulated flat roof" at U 0.5 (floor 0.70 + wall 0.25
also matching the engine). The fix takes the engine roof 96.4 -> 32.1 W/K
(= 64.26 x 0.5, Elmhurst-exact), PE +47 -> +0.2, SAP 69.51 -> 74.34 =
lodged 74.
Gauge: within 77.3% -> 77.7%, SAP MAE 0.648 -> 0.641, CO2 0.074 -> 0.072,
PE 3.1 -> 2.97. Unit-pinned in test_heat_transmission
(flat_roof_insulation_thickness -> U 0.5); RealCertExpectation 47084930
= 74 (Elmhurst-validated). Also adds the build script build_47084930.py.

A hot-water cylinder lodging gov-API `cylinder_size=0` ("size not
determined", with has_hot_water_cylinder=true) resolved to a None volume
in `_cylinder_storage_loss_override` (which reads `_cylinder_volume_l_
from_code`, returning None for code 0). The subsequent `if volume_l is
None: return None` then DROPPED the cylinder's Table-2 storage loss
entirely — under-costing the DHW and over-rating the dwelling. Meanwhile
the Table-13 high-rate-fraction path already used `_hot_water_cylinder_
volume_l` (which defaults size 0 to 110 L), so the two DHW paths
disagreed on the same cylinder.
RdSAP 10 §10.5 Table 28 ("if the actual size is not determined, the size
is taken as according to Table 28") makes an unsized present cylinder the
110 L "Normal" baseline, which STILL incurs the storage loss. Fixed by
defaulting the storage-loss volume to 110 L for the explicit size-0 case.
Gated on the EXPLICIT 0 (not None): a full-SAP cert whose RdSAP
cylinder_size is simply unlodged (None, e.g. pinned 10091568921) keeps
its own cylinder handling rather than a forced 110 L RdSAP default.
7 corpus certs lodge cylinder_size=0 + has_cylinder=true. Gauge: within
77.0% -> 77.3%, SAP MAE ~flat (0.648), CO2 0.074 -> 0.073, PE 3.2 -> 3.05
(the previously-dropped storage loss now correctly counted in the demand
cascade). Unit-pinned in test_cert_to_inputs (storage loss non-None for
size 0); RealCertExpectation 200004017091 = 71.

A SOLID-BRICK or STONE wall lodging External/Internal insulation
(wall_insulation_type 1/3) but no measured insulation thickness (gov-API
"NI" -> None) was billed at its UNINSULATED §5.6/Table-6 U-value: the §5.8
added-insulation R-value adjustment gates on `insulation_thickness_mm > 0`,
so an unknown thickness fell straight through to the raw solid-wall U
(~1.4-1.7). This over-counted wall heat loss and under-rated the dwelling.
RdSAP 10 §5.4 (PDF p.32): "the U-value with additional insulation is based
on the thickness of insulation of mineral wool type (assume 100 mm if
thickness is unknown)". Apply that 100 mm default so the §5.8 Table-14
R-value fires. Scoped to solid brick / stone (the only constructions with
a §5.8 R-value path in u_wall) so cavity (composite path) and timber /
system-built walls are untouched.
Localised by deep-diving corpus cert 200004296092 (end-terrace, solid
brick 360 mm "with external insulation", NI): walls 101.7 W/K (U~1.40,
HLP 3.46 = absurd for an insulated wall) -> ~0.29; PE +59.6 -> ~0; engine
64.35 (Δ -6.65) -> 71.74 = lodged 71. ~8 solid-brick/stone corpus certs
carry this NI-thickness-with-insulation shape.
Gauge: within-0.5 held at 77.0%, SAP MAE 0.658 -> 0.647, CO2 0.074 ->
0.073, PE 3.2 -> 3.1 (floor ratcheted). Unit-pinned in test_rdsap_uvalues
(brick 360 mm external NI -> 0.29) + RealCertExpectation 200004296092 = 72.

An instantaneous point-of-use electric water heater (WHC 907/909, no
cylinder) on an off-peak tariff was billed 100% at the off-peak LOW rate
by the generic electric-off-peak else-branch. But SAP 10.2 §12 (PDF line
2680) computes the off-peak on-peak HW proportion via Table 13, "dependent
on the total floor area and the CYLINDER size" — it presumes a stored-water
cylinder charged overnight. An instantaneous heater has NO cylinder, heats
on demand, and cannot shift to the off-peak window, so 100% of its
consumption bills at the HIGH rate (Table 12a WH high-rate fraction 1.0).
Both the SAP-cost rate (`_hot_water_fuel_cost_gbp_per_kwh`) and the
ADR-0014 / CO2-PE fraction (`_hot_water_high_rate_fraction`) fixed
consistently (low-rate scalar -> 7-hour high rate; fraction 0.0 -> 1.0).
Localised by deep-diving corpus cert 74061136 (HHR-storage mid-floor flat,
WHC 909): PE matched lodged (+1.6, roof+floor zero-loss) while SAP over-rated
+7.72 — the cost-only signature. Its DHW was ours £59 vs lodged £344 (5.8x);
the tariff was the whole gap. Fix: +7.72 -> -1.25 (residual is separate small
fabric). 7 corpus certs carry electric-instantaneous DHW on off-peak; the 3
outside 0.5 all move sharply inward (MAE the win, not within-0.5 crossings).
RdSAP 10 §12 tariff routing confirmed spec-correct (Unknown meter + storage
409 -> off-peak 7-hour, Rule 2) — the bug was the DHW rate, not the tariff.
Unit-pinned in test_cert_to_inputs; RealCertExpectation 74061136 = 72.

The gov-API `secondary_fuel_type` enums 5 (anthracite) / 9 (dual fuel) /
33 (coal) collide in VALUE with same-valued RdSAP-10 Table-32 codes for
OTHER fuels (5=bulk LPG, 9=LPG SC11F, 33=elec 10h-low). The main-fuel
boundary and the CO2/display `_secondary_fuel_cost_gbp_per_kwh` already
canonicalise these via `canonical_fuel_code`, but the SAP-DRIVING
`_fuel_cost` cascade had a SEPARATE inline secondary rate that passed the
raw enum straight to the price lookup — so the two paths diverged and the
cost path silently mis-priced.
Anthracite (enum 5) was billed at the bulk-LPG code-5 rate 12.19 p/kWh
instead of 3.64 — a 3x over-cost on the secondary that under-rated every
solid-fuel-secondary dwelling. Worst: corpus cert 100050355518 (semi,
2 extensions, anthracite room-heater secondary) lodged 36 / engine 20.8
-> 35.5. Its CO2/PE already matched lodged (the demand cascade was right)
— a pure cost-side gap, which is what localised it.
Fix: canonicalise `secondary_fuel` before the Table-32 lookup in
`_fuel_cost`, mirroring the main-fuel boundary. 55 corpus certs carry a
colliding secondary.
Gauge: within-0.5 75.5% -> 77.0%, SAP MAE 0.708 -> 0.668 (floors
ratcheted). The prior enum-9 test only guarded the display helper; new
test_fuel_cost_secondary_colliding_fuel_priced_at_canonical_rate pins the
_fuel_cost cost path directly. RealCertExpectation pinned for
100050355518 (36 = lodged).

RdSAP 10 §5.11.4: a pitched roof lodging thickness "NI" with description
"...insulated (assumed)" was billed at the §5.11.4 observed-retrofit
50 mm row (U 0.68) while the SAME description lodged with "ND" fell
through to the Table 18 age-band default (0.40 for bands A-G). The
ND-vs-NI sentinel is lodging-software noise; "(assumed)" means the
insulation PRESENCE is an age-band assumption, not an observed
retrofit, so Table 18's "thickness cannot be determined" clause
governs both forms. The bare "insulated" description (observed
retrofit, no qualifier) keeps the 50 mm row.
Evidence: the 27-cert loc4+NI corpus cohort was systematically
under-rated (~-1 SAP; zero positive movers among "(assumed)" certs),
vs the 102-cert loc4+ND cohort already on Table 18 at ~0 bias.
Gauge: within-0.5 74.2% -> 75.5%, SAP MAE 0.721 -> 0.708, CO2 MAE
0.09 -> 0.074, PE MAE 3.5 -> 3.2 (floors ratcheted). Unit-pinned in
test_rdsap_uvalues (assumed -> Table 18; bare-insulated -> 0.68
regression guard); integration pin in test_heat_transmission updated;
RealCertExpectation pinned for 10094975827 (66 = lodged, was -1.87).

Setup for the RdSAP-21.0.1 corpus gauge campaign (74.2% within-0.5,
SAP MAE 0.721 at HEAD, 1000/1000 computed):
- scripts/corpus_1000/build_worklist.py — runs all 1000 corpus certs
through the gauge's own path (from_api_response -> Sap10Calculator),
ranks |engine - lodged| descending, clusters by dwelling signature,
and (re)writes scripts/corpus_1000/worklist.md preserving per-cert
statuses and notes. 258 certs outside 0.5 in 249 clusters.
- C001 (worst cert, Δ +23.9): uprn 4510053280, ground-floor flat 47 m²
on ASHP PCDB 100053 (Mitsubishi Ecodan 5 kW, PSR table 0.2-2.0).
Dwelling PSR 2.031 -> SAP 10.2 N2 footnotes 44/45 heat-pump extension
(reciprocal interpolation toward 100% at 2x largest PSR) = 305%
space efficiency, which accredited Elmhurst also applies (golden
case 56, record 100061). The LODGED software instead treated the
out-of-range record as invalid and billed 100% direct electric +
standard schedule (reproduces lodged CO2 to 1%). Lodged-software
methodology gap, worklist ⚠, engine untouched; observed engine 75
pinned in test_real_cert_sap_accuracy.

The high-heat-retention storage-heater (HHRSH) recommendation was computed
as LOWERING SAP and wrongly rejected by the Optimiser, leaving electric-
room-heater flats/maisonettes stuck at band E with no sensible plan.
Root cause: `_HHR_STORAGE_OVERLAY` sets `sap_main_heating_code=409` (HHR
storage) + `meter_type="Dual"` but left `main_heating_category` at the
pre-existing value (10 = electric room heaters). The SAP 10.2 Table 12a
space-heating high-rate-fraction resolver classifies by category, so it
misread the off-peak storage heating as direct-acting electric (1.00
high-rate) and priced 100% at the 7-hour peak rate (15.29p) instead of the
storage off-peak split (0.00, ~5.5p).
Verified against accredited Elmhurst RdSAP-10 on UPRN 100020942571
(8 Booth Close, SE28 8BW): engine HHRSH SAP 48 (peak-priced, cost £1087)
vs Elmhurst 71 (cost ~£611); with the fix the engine gives 73 / £576.
Two-part fix (defence in depth, so no future overlay/mapper can
reintroduce it):
- `_HHR_STORAGE_OVERLAY` now sets `main_heating_category=7`, keeping the
overlaid EPC internally consistent.
- `_table_12a_system_for_main` now classifies electric storage heaters by
their Table 4a SAP code (401-409) as well as `category==7`, checked
before the room-heater branch, so a specific storage code is
authoritative over a stale/inconsistent category.
Tests: new regression `test_storage_heater_classified_by_sap_code_over_stale_category`;
updated the HHRSH overlay pin. Full accuracy corpus still passes (no regressions).

The PV-array (ea7f4f43) and electricity-tariff (6ec09892) mapper fixes shifted
the observed output of five frozen gates that weren't updated alongside:
- has_pv component-accuracy floor 0.9798 -> 0.9697: carrying full-SAP lodged PV
now reads the true has_pv=True for full-SAP PV dwellings, so the leave-one-out
scorer's actual changes (ground-truth-method shift, ADR-0037 pattern).
- uprn_10093116528 80->... pin 82 -> 83: tariff=1 (standard) was wrongly read as
dual/Economy 7; translating to "single" re-prices the gas semi's electricity.
- uprn_10096028301 82 -> 84, uprn_10023444324 80 -> 82 (== lodged 82),

reproduce on origin/main).

SAP 10.2 Appendix N3.7 ("Thermal efficiency for water heating - heat pumps",
PDF p.109): "multiply the thermal efficiency for water heating by the in-use
factor in Table N8; subject to a minimum efficiency of 100%." Our
_heat_pump_apm_efficiencies applies the in-use factor but omits the floor.
Anchored to golden fixture case 56 (PCDB 100061, cert 100110101713): an
oversized HP (PSR 3.107) extends water,3 198.9% -> 128.55%, x 0.60 in-use =
77.13% < 100% -> the accredited Elmhurst worksheet (216) reads 100.0000, we
read 77.13%. In-range PSR keeps 0.60 x 198.9 = 119.34% (above the floor).

SAP 10.2 Appendix N2 (PDF p.101, footnote 44/45): for an air/ground/water
source heat pump whose plant size ratio exceeds the record's largest PSR,
the efficiency is reciprocal-interpolated between the largest-PSR value and
100% at twice the largest PSR (100% beyond that); below the smallest PSR the
efficiency is 100%. Our interpolator instead clamps to the top/bottom row.
Anchored to the accredited Elmhurst worksheet for cert 100110101713 (golden
fixture case 56, PCDB 100061): PSR 3.10665 over the record's largest 2.0
gives eta_space,1 = 147.011 -> (206) = 0.95 x 147.011 = 139.660, vs the
clamped 352.0 -> 334.4% that over-rates the dwelling by +18 SAP.

RdSAP 10 §11.1 / SAP 10.2 Appendix M: PV is included in a dwelling's
assessment only if connected to the dwelling's own electricity meter. The
gov-API pv_connection enum encodes this — 0=no PV, 1=present-but-not-
connected, 2=connected. Corpus-validated (57 PV certs: pv_connection=1 MAE
4.48->1.22 without credit, 0/5 need it; pv_connection=2 needs it, MAE 0.98
vs 10.29) and Elmhurst-proven (connected SAP 87 vs not-connected 74).
cert_to_inputs currently credits a pv_connection=1 array; the test pins that
it must contribute zero generation. Adds pv_connection to make_minimal_sap10_epc.

A gov-API flat can lodge dwelling_type="Mid-floor flat" while carrying its
own exposed roof — a top-floor flat mislabelled mid-floor. _dwelling_exposure
keyed roof exposure on the dwelling_type label alone, dropping the roof
heat-loss term: space-heating demand under-read ~32%, SAP over-read +7.
Fix: when the main building part lodges a *determined* roof_insulation_location
(an RdSAP integer code, not the "ND" Not-Defined party-ceiling sentinel),
expose the roof regardless of a contradictory label. Structured field, not a
description string and not roof_construction (which the gov-API lodges
building-wide on every unit, so it is not a per-unit signal).
On the RdSAP-21.0.1 corpus roof_insulation_location separates the classes with
zero disagreement: all 190 party-ceiling flats lodge "ND"; the 4 mid/ground
flats this exposes all move toward lodged, 0 away. within-0.5 73.3% -> 73.6%,
MAE 0.774 -> 0.761 (ratchets tightened). Verified end-to-end on the same
block: 715363 (location 6, RHI 2694) 81 -> 74 = lodged; genuine mid-floor
sibling 715395 (location ND, RHI 1024) stays party at 83 = lodged.
The override is additive (only ever exposes a label-dropped roof) and reads
the main part, so multi-part flats with a party main ceiling stay party.

A gov-API cert can lodge dwelling_type="Mid-floor flat" while carrying a
real exposed roof element (roof_construction != 7 "dwelling above") over a
"(another dwelling below)" floor — i.e. a top-floor flat mislabelled
mid-floor. Property 715363 (uprn 6027561) + sibling 715395 (6027563) do
exactly this; the correctly-labelled top-floor sibling 715871 (6027574),
same block + same flat roof, already computes the lodged SAP 74.
_dwelling_exposure keys roof exposure on the dwelling_type label alone, so
it drops the roof heat-loss term, under-reading space-heating demand ~32%
(calc 1833 vs lodged RHI 2694) and over-reading SAP +7 (81 vs 74).
Pins the fix: a mid-floor label + lodged exposed roof must expose the roof
(floor stays party). Also corrects the existing mid-floor fixture to lodge
the party-ceiling code 7 (the default 4 is an exposed pitched roof).

modelling_e2e properties with main fuel 39 failed at the price boundary
(UnpricedFuelCode since #44fff767; previously mis-rated as non-electric →
the ~14-SAP over-rating flagged in earlier review).
Code 39 is SAP Table 12 "electricity, any tariff" (epc_codes.csv main_fuel 39 =
"electricity, unspecified tariff"; spec footnote (j): defines an electric system,
cost/CO2/PE = standard electricity). It was absent from API_FUEL_TO_TABLE_32, so
to_table_32_code(39) was None → is_electric_fuel_code(39) False and pricing
raised.
Fix: map API_FUEL_TO_TABLE_32[39] = 30 (standard electricity) — the canonical
place Khalim's fuel work added codes. One line makes classification, pricing,
CO2/PE and the billing carrier all agree (39 → 30 → ELECTRICITY).
Tests: to_table_32_code(39)==30, is_electric_fuel_code(39) True, price == standard
electricity, and the billing carrier resolves to ELECTRICITY. 0 corpus impact
(no lodged corpus cert uses 39); accuracy + mapper-corpus gates green.

Adds the mapper-driven e2e cascade pin for "simulated case 50" (000565 semi,
electric storage main SAP 402 + portable electric secondary + MVHR + whc-903
DUAL electric immersion + 160 L cylinder, Economy-7). Routes the Summary PDF
through extractor + mapper + calculator like the other 000565 fixtures.
Locks in two off-peak fixes this case ground-truthed:
- the Table 13 HW high/low split applied to CO2/PE (commit 39ae2cf0), and
- the Table 12a Grid 2 MVHR fan fraction 0.71/0.58 (commit cd5113ab).
All 11 SAP-result fields reconcile to the U985 worksheet EXACTLY, including
the (272) rating CO2 2397.1237 — SAP 38.8426 (=39), cost £1317.0116, water
1668.0788 kWh, fans 315.6384 kWh.
Summary mirrored to the tracked fixtures dir so the test doesn't depend on
the unstaged `sap worksheets/` workspace.

SAP 10.2 Table 12d/12e: electric water heating on a 7-/10-hour tariff bills
CO2/PE at the high-rate code (32/34) and low-rate code (31/33), kWh-weighted
by the Table 13 high-rate fraction. The cost path already applied this split;
the CO2/PE factors did not — they used the flat annual Table 12 figure
(0.136 CO2 / 1.501 PE) for ALL dual-rate electric HW.
That flat-annual behaviour (slice S0380.163) was validated only against
HW-from-main "low-rate cost" certs (100% low, no high-rate split). It is NOT
how Elmhurst bills a whc-903 ELECTRIC IMMERSION: the hand-built case-50
worksheet (000565 + dual immersion, 7-hour) splits HW CO2/PE into "high rate
cost" (CO2 0.1475 / PE 1.5514) + "low rate cost" (CO2 0.1238 / PE 1.4429)
weighted by the Table 13 fraction 0.1009. So flat-0.136 for immersion HW was
a spec gap on our side, not an Elmhurst divergence.
Fix: `_electric_immersion_hw_high_rate_fraction` threads the Table 13 fraction
(scoped to whc-903, 7-/10-hour, cylinder data present) into the HW CO2 + PE
factor helpers, which then blend the Table 12d/12e high/low codes. The flat
rule is unchanged for HW-from-main and 18-/24-hour (no Table 12d split), so
the S0380.163 41-variant cases and the existing pin are untouched.
Case 50: rating CO2 2413.48 -> 2397.1237 = Elmhurst EXACT; demand CO2 2007.1384
EXACT; demand PE +111 -> +32.5 residual (within corpus PE noise). Corpus
unchanged 73.3% / MAE 0.774 / CO2 0.08 / PE 3.4 (62 whc-903 off-peak certs;
aggregate gauges hold). SAP unaffected (cost-based).
Pin: test_whc903_immersion_hw_co2_pe_factors_split_high_low_on_off_peak; doc
updated in SAP_CALCULATOR.md §8.1.

semi + regular non-combi mains-gas boiler SAP 102 + 160 L foam cylinder
heated from the main, no cylinder stat, uninsulated primary pipework,
standard tariff). Routes the Summary PDF through extractor + mapper +
calculator like the other 000565 / 001431_case* fixtures.
This closes the last untested branch of the cylinder/water chain: the
SAP 10.2 §4 cylinder storage loss (Table 2/2a/2b lines 51-55) + the
Table 3 PRIMARY circuit loss (59, uninsulated pipework + no stat) that
combi/immersion fixtures don't reach. All 11 SAP-result fields reconcile
to the U985 worksheet EXACTLY with no calculator change — SAP 57.2904
(=57), cost £911.1973, water 3929.7635 kWh — confirming the cylinder-loss
derivation is correct.
Summary mirrored to the tracked fixtures dir so the test doesn't depend

SAP 10.2 Table 12a Grid 2 (PDF p.191) bills "Fans for mechanical ventilation
systems" at 0.71 (7-hour) / 0.58 (10-hour), distinct from "All other uses"
(0.90 / 0.80) which covers circulation pumps, flue fans and the solar HW pump.
The cost-split mech-vent kWh (`mev_kwh_for_cost_split`) only summed the
decentralised-MEV (230b) fans, not the (230a) MVHR fan electricity — even
though the total pumps/fans bucket adds both. So an MVHR dwelling on an
off-peak tariff billed its fan electricity at the 0.90/0.80 "all other uses"
rate instead of 0.71/0.58. The comment already said "MEV/MVHR-fan portion";
only the MEV term was wired when MVHR landed. Fixed to mirror both
mechanical-ventilation fan terms summed into the total.
Worksheet-proven on simulated case 50 (000565 semi + MVHR Vent Axia + dual
electric immersion, Unknown meter -> 7-hour via the §12 dual-immersion
trigger): the fan bucket (315.64 kWh, 100% MVHR per worksheet line 230a) was
billing at 14.311 p/kWh (0.90) vs Elmhurst's 12.451 p/kWh (0.71) — +£5.87/yr,
-0.23 SAP. After the fix our existing-dwelling rating reconciles to Elmhurst
EXACTLY: SAP value 38.8426 (=Elmhurst 38.8426 -> 39), total cost £1317.0116
(=Elmhurst £1317.0116 to the penny).
Same `mev_kwh_for_cost_split` feeds the CO2 + PE cascades, so all three split
consistently. 0 corpus impact (all 3 corpus MVHR certs are standard tariff);
gauge unchanged 73.3% / MAE 0.774 / CO2 0.08 / PE 3.4.

SAP 10.2 Table 4a electric boilers (PDF p.170) split across three distinct
Table 12a Grid 1 SH rows (PDF p.191), not one "direct-acting" family as the
stale TODO in `_table_12a_system_for_main` implied:
- 191 Direct-acting electric boiler -> "Direct-acting electric boiler (a)"
row: 7-hour 0.90, 10-hour 0.50 (NOT the 1.00/0.50 "Other direct-acting
electric heating" room-heater row).
- 193/194/195/196 Electric dry core / water storage boiler -> "Electric dry
core or water storage boiler" row: 7-hour 0.00 (charged wholly off-peak =
100% low rate, identical to the None fallback).
- 192 Electric CPSU -> Appendix F; left falling through to None (off-peak
low) until the Appendix-F high-rate cascade is implemented.
The enum + fractions already existed in table_12a.py; only the code->enum
mapping was missing. Resolves the TODO and pins the spec-correct 0.00 for the
storage boilers so 195 can't be mis-"fixed" up to a direct-acting fraction.
Forward guard, 0 corpus impact: storage boilers already billed 100% low via
the None fallback, and all corpus 191 certs are on standard tariff (Table 12a
off-peak split never fires). Corpus gauge unchanged 73.3% / MAE 0.774.

SAP 10.2 Table 3a (PDF p.160) additional combi loss (61)m. Two coupled
defects, both surfaced by simulated case 49 (000565 + gas combi, U985
"Combi keep hot type = None") sitting at SAP 71.43 vs the worksheet's 72:
1. The cascade defaulted EVERY non-PCDB combi to the flat keep-hot
time-clock row (600 × n/365). A combi WITHOUT a keep-hot facility uses
row 1 (600 × fu × n/365, fu = V_d/100 when daily HW < 100 L/day) —
over-counting (61)m for the no-keep-hot cohort. `water_heating_from_
cert` now defaults to the "without keep-hot" row.
2. `pcdb_combi_loss_override` returned None for keep_hot_facility=1/
timer=1, leaning on the OLD flat-600 default. So flipping the default
silently turned 190 corpus PCDB keep-hot-time-clock combis into
no-keep-hot. Fixed to return the flat keep-hot row EXPLICITLY.
Key insight (the Summary is the input echo; the U985 keep-hot line is a
computed OUTPUT, so it must be derivable): keep-hot rides on the PCDB
boiler record (Table 105 keep_hot_facility/timer), resolved by
`pcdb_combi_loss_override`. A generic SAP-code combi with no PCDB record
(case 49, PCDF ref 0) has no keep-hot by construction → row 1. So the
default is not a guess — it is the spec-correct value for non-PCDB combis.
Worksheet-proven: case 49 → cost £726.696, SAP 72 — matching the
accredited worksheet to the digit (continuous 71.6945 = the worksheet's
own 71.6945). 000516 (keep-hot None) also exact (£860.716, SAP 63);
000490 (PCDB 10328, keep_hot_facility=1/timer=1) keeps its flat-600 via
the PCDB path. Masked until now because every prior combi-loss worksheet
fixture was keep-hot (000490/000474/000480 time-clock) or had V_d >= 100
every month (001431, rows coincide); case 49 is the first no-keep-hot one.
Corpus within-0.5 72.7% -> 73.3%, MAE 0.781 -> 0.774, PE 3.5 -> 3.4;
ratcheted _MAX_SAP_MAE 0.785 -> 0.775, _MAX_PE_PER_M2_MAE 3.6 -> 3.5.
